L&L previously served as legal adviser to the Public Service Commission of the District of Columbia in a number of proceedings including several rate cases. The firm has acted as the legal advisor to the District of Columbia Insurance Administration in connection with the setting of rates for mandatory auto insurance. It has advised local utility companies on a wide range of public utility regulatory matters including divestiture proceedings, mergers, least cost planning proceedings, base rate applications, code of conduct and other rulemaking, tariff filings, price cap plans, rate filings for new services, and issues relating to the need for a certificate of public convenience and necessity and other licensing requirements. The firm has also represented utility clients in appeals taken from orders of the Commission to the District of Columbia Court of Appeals.

The firmís governmental affairs practice is an integral part of its overall practice and has an impact upon many other areas of its practice, including regulatory matters.
